Norwegian FA challenges FIFA leadership with twin committee filings
The Norwegian Football Association has submitted parallel ethics and governance filings to FIFA over Gianni Infantino’s conduct, a World Cup disciplinary decision and an abandoned proposal to sell stakes in a tournament business.
The Norwegian Football Association has escalated its concerns over FIFA’s leadership with two formal filings seeking examination of individual conduct and institutional oversight across three controversial decisions.The submissions concern the FIFA Peace Prize, the lifting of United States forward Folarin Balogun’s suspension during the World Cup and the abandoned FIFA Forward Enterprise project, which proposed opening a tournament business to minority investors.The NFF said: “The first filing is a complaint to the FIFA Ethics Committee. It asks the Ethics Committee to examine the conduct of FIFA President Gianni Infantino and any other individuals identified through the investigation for potential breaches of FIFA’s Code of Ethics.“The second filing is a referral to FIFA’s Governance, Audit and Compliance Committee (‘GACC’). It asks whether FIFA’s governance, financial oversight, internal controls and decision-making processes have worked as intended.”The parallel approach asks FIFA to consider both potential personal responsibility and whether its institutional safeguards operated effectively, bringing the three matters before separate bodies with different oversight functions.The ethics complaint is expected to be assessed by the committee’s investigatory chamber, while the governance referral asks the GACC to exercise its existing powers to examine the financial and organisational questions raised.Neither submission establishes a breach of FIFA’s rules, with the NFF seeking scrutiny, the collection of relevant evidence and accountability for whatever conclusions the committees reach.The federation continued: “NFF has for several years raised questions about governance, transparency and separation of powers within FIFA. These filings are a natural continuation of NFFs commitment to the governance of international football.“The purpose is to raise these issues formally with the appropriate bodies, to have them examined, relevant evidence obtained and accountability for the conclusions reached.”The proposed FIFA Forward Enterprise structure would have allowed investors to acquire minority stakes in an entity intended to run FIFA tournaments, including the World Cup, raising questions about financial oversight and the process for considering external investment.Although that project was abandoned, its inclusion in the referral asks the governance committee to examine the decision-making surrounding the proposal rather than limiting scrutiny to arrangements that were ultimately implemented.The Balogun matter brings a competition disciplinary decision into the same review, while the Peace Prize places the conduct surrounding a separate FIFA initiative before its internal oversight bodies.The filings represent the Norwegian federation’s most formal challenge yet to Infantino’s leadership, moving its longstanding concerns about transparency and separation of powers into established accountability procedures.The next stage rests with the committees, with the ethics body expected to evaluate the complaint and the GACC asked to review whether FIFA’s controls and governance processes functioned as intended.
