Madrid proposes €60m Vallecas stadium redevelopment

The Community of Madrid has presented plans for a €60m redevelopment of Estadio de Vallecas, targeting greater capacity, improved accessibility and a stronger matchday platform for Rayo Vallecano.Capacity would increase from about 14,500 to at least 18,500 through the construction of a fourth stand behind the goal nearest Calle Teniente Muñoz Díaz.The new end would restore seating to all four sides of the ground, using elevated structures designed to expand the stadium without materially increasing its existing footprint.The pitch would also be resized to meet LaLiga standards for top-flight and international competition, addressing one of the operational limitations of the compact site.Internal work would include new seating, updated corridors and stairways, improved dressing rooms, a press room, mixed zone, trophy space and directors’ box.The exterior would be rebuilt using a lightweight double-layer façade intended to retain visible elements of the original structure. Parts of the stadium are protected under Madrid’s planning rules, limiting the scope for complete demolition.A technological display would be installed around the internal perimeter, while the surrounding plans include a larger pedestrian area.The regional government also intends to build a separate multifunctional facility on land it owns in Calle Arroyo del Olivar.That building would include underground parking and a direct connection to the stadium, supporting additional sporting, community and event uses.The €60m budget covers the main stadium redevelopment but does not include the proposed multifunctional building. Madrid has already spent close to €3m on more immediate improvements at the venue.Construction is expected to take about 24 months. The project has been designed to allow Rayo to continue staging matches at the stadium, reducing disruption to ticketing, hospitality and local businesses.Remaining in Vallecas would also preserve the club’s connection with a ground that has become closely associated with the identity of the surrounding district.The proposal does not fully resolve the disagreement over Rayo’s long-term stadium requirements.Club president Raúl Martín Presa has previously argued that Rayo need a new venue with a capacity of at least 30,000 to support their sporting and commercial growth.The regional government’s plan instead prioritises the redevelopment of the publicly owned stadium and an increase of about 4,000 seats.An 18,500-capacity venue would give Rayo greater ticketing inventory and some additional commercial space, but it would remain one of the smaller stadiums in LaLiga.Supporter groups have broadly welcomed the commitment to keep the club in Vallecas, although concerns remain over whether the capacity increase is ambitious enough and how public investment will benefit the wider community.The regional government must now develop the proposal beyond the study stage, finalise its funding and delivery structure and secure the necessary planning approvals before construction can begin.
