Chelsea’s Abramovich legacy delivers another £10m penalty
Chelsea have been fined £10m and handed a suspended two-window transfer ban after admitting 74 historical breaches involving agents, intermediaries and third-party investment during the Roman Abramovich era.
Chelsea have been fined £10m and given a suspended transfer ban covering two consecutive windows after an investigation into 74 breaches of Football Association regulations.An independent appeal board replaced an initial suspended six-point deduction with the registration ban, which will remain suspended until June 30, 2027.The FA said: “Chelsea FC admitted to the 74 breaches of FA Rule E1.2 prior to a hearing and an independent Regulatory Commission imposed a six-point deduction, which was to be suspended until 30 June 2027, and a £10 million fine.“The club appealed against the suspended points deduction and an independent Appeal Board allowed the appeal and set aside this sanction following a further hearing. In its place, the Appeal Board imposed a registration ban for two complete and consecutive transfer windows which is suspended until 30 June 2027.”The offences related to agent regulations, rules governing intermediaries and restrictions on third-party investment in players.They covered activity between 2009 and 2022, although the FA said most incidents occurred between the 2010-11 and 2015-16 seasons under Abramovich’s ownership.Chelsea admitted the breaches after the BlueCo consortium, led by Clearlake Capital and Todd Boehly, identified potential historical issues during due diligence following its 2022 takeover.The club said: “In 2022, the club self-reported potential historical rule breaches to all applicable regulators. Following that report, it has worked openly and transparently with all regulators, including voluntarily and proactively disclosing many thousands of documents.”The sanction agreement detailed more than £23m in payments made between 2011 and 2018 to seven unregistered agents or associated entities.Those payments were connected to the transfers and registrations of players including Eden Hazard, Ramires, David Luiz, André Schürrle and Nemanja Matić.The latest fine takes Chelsea’s penalties linked to the same historical conduct beyond £18m after UEFA imposed a €10m sanction in 2023.The Premier League also fined Chelsea £10m and imposed a separate suspended one-year registration ban in March over incomplete financial reporting and missed payments during the Abramovich period.Chelsea said the FA decision concluded the regulatory proceedings facing the club over the self-reported matters.The FA is continuing to investigate potential individual misconduct arising from the case, leaving former executives, agents or other parties exposed to further action even though the club-level process has ended.
